PHOTOS: “The John Atta Mills Memorial library”

 President John Mahama is expected to commission today  “The John Evans Atta Mills Memorial Library”  in Cape Coast in the Central region.
The library has been built near the popular Chapel Square in Cape Coast, where the first anniversary of the death of the late president was marked.

The inauguration which will be witnessed by the former President of Malawi, Joyce Banda and her family, forms part of events marking the 4th anniversary of the demise of the late Ghanaian leader.

A memorial service was held in his[Atta Mills] honour Sunday July 24 at the Asomdwe park where his remains are laid.
 
Mills, who died at age 68 was widely-respected for being a steady hand and a meek leader in the West African nation.

Gov’t seeks Ghc1.8 billion in supplementary budget

Finance Minister, Seth Terkper has asked Parliament to approve 1,888,203,387 billion Ghana Cedis as supplementary estimates for the 2016 financial year.

The request, he noted, was necessitated by recent developments in both domestic and global markets and the huge gap in revenue generation.

Presenting the Supplementary Budget and a Midyear Review on Monday, July 25, 2016, the Finance Minister said the supplementary cash is necessary to prop up key sectors of the economy.

The presentation, which highlighted government’s fiscal plans for the remaining six months of 2016, also emphasized government’s plans to deal with the budget deficit and overruns.

He said although crude oil prices are rising, it is still below what government projected for in the 2017 budget.

But Terkper said despite some lingering issues, Ghanaian economy today is much better than the one inherited by President Mahama.

According to him, the prudent economic measures put in place by government will propel steady economic development.

Conversion of Polytechnics to Technical Universities cosmetic exercise – Prof. Stephen Adai

Former Rector of the Ghana Institute of Management and Public Administration (GIMPA) Prof. Stephen Adai has slammed the decision by government to convert Polytechnics into Technical Universities saying that is an exercise in futility.

He joins many other academics such as Profs. Akilagpa Sawyerr and Ernest Ayeetey, the outgoing Vice Chancellor of the University of Ghana who insist the decision is wrong.

Several educationists have kicked against the turning of Polytechnics into technical universities. Some argued that the polytechnics have not yet developed the necessary curriculum needed to run degree courses as well as the fact that various polytechnics are not conducting enough research to warrant the conversion into technical universities in 2016.

The Technical Committee on the conversion of polytechnics to technical universities, announced its decision to convert all polytechnics into technical universities beginning 2016, albeit in phases.

The conversion of polytechnic into technical universities was one of the manifesto promises of the Mahama administration ahead of the 2012 elections. The purpose of the transformation of all polytechnics into technical universities is to bridge the gap between academia and industry. It is also geared towards training students with employable skills for economic transformation in the country.

But speaking at a lecture at the Presbyterian Church of Ghana, Logos Congregation at Achimota College as part of the Church’s 50th Anniversary celebration under the theme: “The role of the Church in the political dispensation of the country” Prof. Adai stated that Polytechnics even when converted into Technical Universities may fail if government fails to provide the needed tools to run the schools.

“Government has decided to turn Polytechnics into Technical Universities, I dare say that the move is wrong and it’s bound to fail. The reason why the polytechnics want to be upgraded into Technical Universities is that their salaries do not match up to that of the universities. So that when they are referred to us Universities then their salaries must be increased, so if that is what they want, then government must enhance their salaries and do just change of names.

“The reasons why the Polytechnics are not doing much for Ghana is that the machinery needed to run the schools are not available, so if you turn it into a technical university or not, if there are no tools they will remain ineffective. That is a fact and it is important that the is told at all times.”

Horrific: Policeman shoots mother-in-law, Two Kids… KILLS Himself @ Tema

A Police Officer in Tema by name Amuzu Wilfred has gruesomely murdered his mother-in-law and two children. He shot himself subsequently.

An eye witness told Newstube24.com Monday evening that G/L/CPL. AMUZU of the regional RDF in Tema this evening booked an AK47 assault riffle and headed straight home to commit the gruesome act.

It is not clear at this point what informed the act.

Amuzu’s wife and one other child survived the gruesome act.

Kofi Jumah convicted over unlawful damage to polls register

A Kumasi Circuit Court on Monday found Maxwell Kofi Jumah guilty of causing unlawful damage to electoral material.

Jumah, a former Member of Parliament for Asokwa constituency in Kumasi and one-time Deputy Minister of Local Government and Kumasi Metropolitan Assembly (KMA) Chief Executive was convicted along with his campaign manager, Oscar Riches.

The Daily Guide newspaper reported that the court presided over by Afua Adu-Amankwa sentenced Jumah to a fine of GH¢1200 or in default, spend six months in prison.

Oscar Riches aka Ghana Beyeyie was also sentenced to pay GH¢960 or in default serve a prison term of three months.

The court had earlier in the trial granted bail to the two of them in the sum of GH¢10,000 each with one surety.

They were charged with two counts of causing unlawful damage to a photo album belonging to the Electoral Commission and resisting arrest.

Jumah was said to have seized a ballot booklet from officials of the EC during the NPP parliamentary primary at the Asokwa constituency in 2015.

He was in a contest with the incumbent MP, Patricia Appiagyei as part of efforts to try to relaunch his parliamentary career when the incident occurred.

He had been deposed by Appiagyei and he was trying to cling back unto the seat.

Officers from the Asokwa Police whisked him away before the elections ended and placed in custody overnight after a scuffle had ensued during the polls at the Ahinsan Youth Centre in Kumasi. – Graphic

Daily Graphic Reporter apologizes to Speaker, Parliament

The Daily Graphic’s parliamentary correspondence, Mark-Anthony Vinorkor has rendered an unqualified apology to the Speaker and Leadership of Parliament for the inaccuracies in his two reportages over the CI 94 for the December general elections.

He put in the plea when he appeared before the Privileges Committee of Parliament on Tuesday to answer to questions over the said reportages which were published by his employers, Daily Graphic a fortnight ago.

Mr. Vinorkor was suspended from reporting from Parliament by the Speaker, Rt. Hon. Edward Doe Adjaho after the House found inaccuracies in his reportage over the CI94.

The reporter’s attention was drawn to an earlier publication in the Daily Graphic over the same CI94 believing that he would use the opportunity granted him to correct the wrong.

But for unknown reasons, the correction was not done. Instead, another report similar to the earlier one was published, thereby irking the Speaker and the leadership of the House to subpoena the reporter, Madam Kate Addo and Edwin-Arthur to appear before the Privileges Committee.

Judgement Day for Montie 3 TODAY

The Supreme Court court presided over by Justice Sophia Akuffo has found the three contemnors guilty for scandalizing the court, defying and lowering the authority of the court and bringing it into disrepute.

They were granted self-recognisance bail  on July 18 where the court set their judgment for today July 27.

In court at the last hearing, Directors of the station pleaded for mercy for the contemnors saying they had been punished and made to apologise.

Nelson has since apologised to the apex court for his utterances claiming he was under the influence of a strange disease known in local parlance as “kpokpogbligbli.”He has promised never to make such comments again.

Background

Two panelists, Alistair Nelson and Godwin Ako Gunn, who appeared on Accra-based Montie FM on Wednesday June 29 threatened to kill the Supreme and High Court Judges who were sitting on a case on the voters register, if they dare pass any judgment against the Electoral Commission (EC) in.

In a very distasteful manner, one of the panelists sought to instill fear in the Supreme and High Court Judges in the country by cautioning that he could identify each Judge’s house and will therefore not waste time to attack them if they don’t allow the EC to do its independent work.

“If this country is plunged into, all those who contributed to it – we will start from their houses. God has really opened the way for these Judges who would want to plunge this country into chaos – I know each and everyone’s house. I know where the Judges live in Accra here. I can show you …I know their quarters – the Supreme Court Judges”.

“I also know the High Court Judges. I am telling you God has a way to show … If they like, they should bring up something – it will start from their residences … I am telling you in their neighborhoods and when we finish them, then it will be over … and we will come back to govern our country”.

“They don’t want this country to make progress and so we have to assist them to go so that we who love the country will help to develop it”

“So, they should sit there if they think they are Supreme Court Judges. The Electoral Commission is insulated. Article 45 – go and check. You cannot do what you are doing. You the Supreme Court Judges – what are you doing for Ghana? Your colleagues Judges who are taking bribes – goats, GH₵1,000 among others – aren’t you ashamed of this?”

“The senior Judges who are at the Bench, by this time, all of you should have resigned because of what your juniors are doing. Aren’t you ashamed? So, you invite any chaos onto this country – we are young and very agile and will not sit down for this country to be destroyed”.

“Old men and women – square pegs in round holes. You have grown past seventy years and should go on retirement”, said one of the panelists.

Some “strange men” allegedly from the North have pitched camp at the Supreme court in waiting of the judgment of the two Montie FM panelists, and a host of the Pampaso political show, Salifu Maase who allegedly spewed death threats against justices of the Supreme court.

Kasapa FM’s Daakyehene Ofosu Agyemang reported that there is heavy security presence at the Supreme court with just some few hours to the sentencing of the Montie three, while fanatics are also packed outside.

He said most of the supporters who have stormed the Supreme court, especially the alleged strange men who walked bare footed around the arena of the apex court are suspected to be fans of Mugabe who have come in solidarity to the fate of the three in their sentencing today.

The host of the programme, Salifu Maase known as Mugabe, the two panellists and owners of the station appeared before the Supreme Court  on Monday, July 18 after they were ordered by the Supreme Court to appear to answer for the charges.

Alistair Nelson told the court he suffered a condition, “kpokpo gbligbli” which explains for the reason why he made the contemptuous statements.

The contemnors pleaded guilty and the owners of the station through their counsel pleaded with the court to temper justice with mercy.

They were found guilty and ordered to re-appear before the court today Wednesday July 27, 2016 for sentencing.

Montie FM’s Mugabe, two others JAILED four months

The Supreme court has handed a four months jail term each to the Montie FM panellists and the host of Pampaso political show, Mugabe.

They are to pay 10,000 GHS each by tomorrow, which failure to pay the fine will be another term imprisonment.

Nelson, Ako Gunn and Maase were immediately whisked into a Police van and taken away to the prison where they would serve their sentence.

Owners of the station were all found guilty of contempt and have been fined GHc30, 000, to be paid to the court by close of day Thursday or face a jail term of one month.

The owners, NETWORK Broadcasting Company have also been ordered to provide the court with measures put in place to guard against the recurrence of such incidence.

Justice Sophia Akuffo in her ruling said the sentencing of the three should serve as a deterrent to owners of media houses, journalists and others who flagrantly make such irresponsible and reckless comments against the judiciary.

Montie 3 Lawyers to petition Mahama on sentencing

Lawyers for the three contemnors who were jailed four months for issuing death threats to the superior court justices have planned sending a petition to President John Mahama to exercise his prerogative of mercy on them.

A statement issued by Nana Ato Dadzie and George Loh, lawyers for the three, on behalf of the three said the sentence was “harsh and excessive”, adding: “We also do not believe that citizens of Ghana ought to be committed to prison for infractions on free expression especially in light of the repeal of the criminal libel law. Our clients have directed us in the circumstances to petition His Excellency the President of the Republic to exercise his powers of prerogative of mercy under Article 72 of the constitution of Ghana”.

This comes at a time when supporters of the governing National Democratic Congress (NDC) have planned to march to the party’s headquarters in Accra in protest to the four months’ jail term.

“Let’s call on our leaders to rise up for justice and protect our media men and communicators. Let’s march till meaning is given to the repeal of the Criminal Libel Law… Mugabe and Co must be set free, the president must speak now,” a circular from the supporters said.

The ruling NDC party’s Chairman, Kofi Portuphy also in a statement said: “This judgment sends an unfortunate impression about Ghana, its judiciary and severely dents our enviable reputation as a beacon of democracy on the African continent and beyond. The judgement also may undermine our position among countries with the freest media in the world.”

The ruling National Democratic Congress (NDC) says it has found it very difficult raising the GHC 30,000 fine placed on its three supporters who have been jailed by the Supreme Court for contempt.

Salifu Maase aka Mugabe, a presenter at the NDC affiliated radio station and two others Alistair Nelson and Godwin Ako Gunn, who were panelist on the show were found guilty of scandalizing the court, defying and lowering the authority of the Supreme Court and bringing it into disrepute.

The two on June 29, warned judges of Ghana’s highest court to be wary of their conduct in the case involving the Electoral Commission and Mr Abu Ramadan if they did not want to suffer the fate of the three members of the bench who were shot to death and burnt on June 30, 1982 in the era of the Provisional National Defence Council (PNDC).

The Supreme Court handed a four months jail term each to the Montie FM panelists and the host aka Mugabe. They are to pay 10,000 GHS each by today Thursday July 28, which failure to pay the fine will be another term imprisonment.

Owners of the station were all found guilty of contempt and have been fined GHc30, 000, to be paid to the court by close of day Thursday or face a jail term of one month.

The NDC has condemned the sentencing which the party describes as “harsh and shocking”.

Supporters of the party are extremely angry at the National Executives for failing to intervene on behalf of the jailed supporters and have issued threats to the executives to take steps to immediately ensure their release from prison.

Speaking to Fiifi Banson on Anopa Kasapa on Kasapa 102.5 FM, National Chairman of the NDC, Dr Kofi Portuphy stated that the ruling party is doing its possible best to settle the fine albeit not an easy task.

“Yes they have offended; they’ve showed remorse and apologized and their lawyers have pleaded. In this had time that people go through in looking for money, in such a time we have been told to pay this fine within 24 hours. I mean where have we found it like that in this country? The punishment is too harsh,” Dr Portuphy fumed.

Meanwhile the party has urged its members not to be down hearted following the sentencing of the three.

The party is asking its supporters to overcome the sad event in as much as they sympathize with the jailed brother and rather gird their loins for the impending crucial December election.

One dead, several injured in fatal Mankrong accident

One person is feared dead and several others injured in an accident at Mankrong near Suhum on the Accra-Kumasi Highway.

Two Articulated trucks reportedly collided head-on after one tried to overtake a Kia truck heading to Kumasi from Accra Thursday morning.

The driver of the Kia truck reportedly died instantly after his car skidded off the road in the process of the crash.

A VIP bus driver who tried to avoid ramming into the other vehicles veered off the road into a nearby bush.

The injured persons are currently receiving treatment at the Suhum Government Hospital.

Montie 3 case: NDC, Montie FM Owners pay Supreme Court fines

The ruling National Democratic Congress (NDC), Network Broadcasting Limited and Zeze Media Operators of Montie FM on Thursday paid their fines as ordered by the Supreme Court .

The fines amounted to a total of GHC 90,000.

The Supreme Court on Wednesday sentenced Salifu Maase aka Mugabe, a presenter at the NDC affiliated radio station and two panelists Alistair Nelson and Godwin Ako Gunn, to a four month imprisonment term.  They were additionally fined GHC 10,000 failure to pay at the close of Thursday July 28, would have attracted additional one month prison term.

The trio were found guilty of scandalizing the court, defying and lowering the authority of the Supreme Court and bringing it into disrepute.

He said the party did not want the trio to spend even a single day more in prison, hence made sure it complied with the orders of the Supreme Court.

Montie 3 jailing: Okudzeto Ablakwa signs petition book seeking Presidential pardon

Deputy Education Minister, Samuel Okudzeto Ablakwa has signed a petition book which has been opened at the premises of Radio Gold and the Freedom Centre to coax President John Mahama to grant the Montie 3 a presidential pardon.

He appended his signature Thursday afternoon in solidarity with the jailed men.

Host of Montie FM’s political talk show ‘Pampaso’ Salifu Maase, popularly known as Mugabe, and two panelists, Alistair Nelson, and Godwin Ako Gunn both of the National Democratic Congress were jailed four months by the Supreme Court on Wednesday after they threatened to kill judges sitting on the Voters’ register case.

Owners of the station were also found guilty of contempt and have been fined GHc30, 000, to be paid to the court by close of day Thursday or face a jail term of one month.

A group called Research and Advocacy Platform (RAP) is championing the signature collection in a bid to persuade President Mahama to activate his prerogative of mercy powers under Article 72 of the 1992 Constitution.

“We nonetheless believe that the four months custodial sentence imposed on the three is excessive and has the potential to severely curtail the right to free speech which is a fundamental right enshrined in the 1992 Constitution,” Convener of RAP Abu Razak said in a statement.

RAP mobilzes to protect Free Speech
The Research and Advocacy Platform has noted the imprisonment of a journalists and two Ghanaian citizens by the Supreme Court yesterday for comments they made about the court in a broadcast on Montie Fm.

RAP notes the need to uphold the integrity of vital state institutions like the Supreme Court. We nonetheless believe that the four months custodial sentence imposed on the three is excessive and has the potential to severely curtail the right to free speech which is a fundamental right enshrined in the 1992 Constitution.

We are consequently taking a number of steps aimed at mobilising Ghanaians of all shades of opinion to Petition the President to invoke Article 72 of the Constitution to offer the imprisoned three a reprieve from this harsh sentence.

A Petition Book has been opened at the premises of Radio Gold at Laterbiokoshie and the Freedom Centre at Kokomlemle requesting abatement of the sentence and/or a Presidential Pardon.

Musician Dasebre Gyamenah DEAD

Celebrated highlife musician Dasebre Gyamenah is dead.

The musician passed on this dawn at the Korle Bu Teaching Hospital, we understand.

Persons close to the musician have confirmed news of his passing.

Gyamenah battled some health complications lately before his passing this dawn.

A one-time Manger of the musician Mark Okraku Mantey, whose Slip Music label played a crucial role in Gyamenah’s life has since confirmed the news to Kasapa 102.5 FM. He spoke to Fiifi Banson on Anopa Kasapa on Friday.

Deputy Ministerial appointee of President John Dramani Mahama and NDC MP for Nkwanta North, John Oti Bless, has in a tape available to  Kasapafmonline.com, stated that the Chief Justice Georgina Woode is plotting war on Ghana together with the opposition New Patriotic Party.

It has emerged that the young Legislator was a member of the Montie FM Panel on 24th June, 2016 together with Alistair Nelson and Godwin Ako Gunn who made contemptuous statements against Justices of the Supreme Court especially against Chief Justice, .

John Oti Bless’s name has until now been out of the case, but observers believe that it was a deliberate move to save him from the contempt case by editing his contributions on the programme out of the tapes that emerged.

“Today we have a CJ who because of a Political favour done her will do anything to help the NPP. It is an agenda. The electoral commission should stop working and give it to Georgina Woode. Why? Meddling in the affairs of the Electoral Commission. And we have a whole CJ, look at how old you are; you have kids and grandchildren and yet you are at the Court doing politics; you deliberately appoint NPP Judges to do politics and scheme with NPP to give biased rulings. Are you not calling for war? Are you not calling for civil war? Are you not destroying this country?”, he said

John Oti Bless, whose vetting has been put on hold made further derogatory remarks and stated that the CJ has to be watched, claiming she was part of a plot to kidnap a child of Tony Lithur, who was Counsel for John Mahama during the 2013 Election Petition case.

“ We have to watch this Chief Justice. My brother Mugabe, I am telling you, when you go to the Supreme Court today, the Chief Justice is fighting one worker all because of politics. Let me give you a last filla. Do you know that during the Election Petition case, these people made a plot to kidnap a child of Tony Lithur, who was lawyer for our Excellency John Mahama so he would not concentrate on the case?”

It is instructive to recall, that one of the jailed panellists, Godwin Ako Gunn, referred to these submissions by John Oti Bless and based on them to make the comments that has seen him jailed for contempt.

Three arrested for murdering taxi driver

The Akim Oda Police in the Eastern Region have arrested two out of three suspected armed robbers who allegedly murdered a 42-year-old taxi driver, Eric Kwaku Nartey also known as Obontia in cold blood at Oda last Wednesday.

The suspects are Sulemana Dauda, 20, a Sprinter bus driver in Accra and Joseph Arthur King 20, an auto mechanic at Akyem Abenase. Both suspects hail from Akyem Adjobue in the Akyemansa District.

The police have also mounted an intensive search for the ring leader, 22-year-old Emmanuel Kwaku Agyei, who is on the run.

Briefing journalists at Oda Thursday, the Oda Divisional Police Commander, Chief Superintendent Ebenezer Ampofo, said around 8:30pm last Wednesday, he received a distress telephone call that a male adult had been killed in a house opposite Tilapia Spot at Oda Quarters.

He said he immediately mobilized his men and rushed to the scene where they saw the body in a pool of blood near his KIA Picanto taxi cab with registration number, GW 9380-16 in a house with number CB/50/2 at Charles Oppong road at Oda.

Chief Supritendent Ampofo said Madam Helena Animwaa, daughter of the caretaker of the house who was out of town, told the police that he went to watch Adom TV’s Kunkum Bhagya in another house and returned home to meet his biological brother, Agyei, entering the house and questioned him why he was at the place at that odd hour since he seldom came to the house.

He said when Agyei failed to respond to her question, she followed up and saw Nartey lying in a pool of blood near his taxi.

According to Chief Supt. Ampofo, he after sometime scaled the wall of the house and escaped compelling Helena to raise alarm which attracted many people to the scene.

He said a thorough examination of the body of the deceased by the police revealed that the suspects used clubs to hit his head several times, killing him instantly.

The Divisional commander stated that a search in the area discovered a single-barreled gun concealed in a sack.

He said a mob who besieged the area did not only set the beautiful building ablaze, but they also damaged everything in the house including clothing, water closet, cooking utensils and electric meters.

Chief Supt. Ampofo said the mob prevented personnel of the Ghana Fire Service from accessing the building while it was on fire.

He said the taxi drivers even smashed the windscreen and side mirror of the fire tender.

This caused the police to call for military reinforcement from the Jungle Welfare School at Achiase to control the situation before the firemen could put off the fire.

Meanwhile, the body of Nartey has been deposited at the Oda government hospital morgue awaiting autopsy.

Bawumia didn’t bribe EC officials – NPP

The largest opposition New Patriotic Party (NPP) has dismissed allegation that its Vice Presidential Candidate, Dr Mahamadu Bawumia bribed officials of the Electoral Commission (EC) with GHC 10,000 to break Ghana’s electoral laws.

The Electoral Commission has sacked two of its officials after they took the voters’ register to Dr. Mahamudu Bawumia’s residence in Walewale  to verify him in the ongoing voter exhibition exercise.

The two, Yubi Ambrose an exhibition officer and Mumuni Latifa a verification officer allegedly acting on the orders of a top EC officer in the district took the materials to the home of Dr. Bawumia to verify him on Wednesday July 27.

Executives of the National Democratic Congress in the district held a press conference and disclosed the matter on Friday prompting the swift action from the commission.

The NDC claims Dr Bawumia and the two EC officials hatched a plan at his residence to delete the names of some NDC members from the voters register.

The deputy regional director of the EC, Benjamin Bamubio, narrating the incident said the Commission took the action after the issue was brought to their knowledge and the officers interrogated.

But the Deputy Communications Director of the NPP, Anthony Karbo has rubbished claims of Dr Bawumia inducing the EC officials, adding that he’s not done any wrong.

“Dr Bawumiah indicated to the polling station that he was on his way to get himself verified but because the crowd had massed up at the polling station, the Electoral Commission officers said that …well he should wait and that they will come to his house. Indeed my understanding is that they only brought the electoral register, they looked at it and realized that his name was on the register and then he asked them to go and that he’ll come to the polling station to verify himself.”

He disagreed with suggestions that Dr Bawumia’s conduct contravenes the electoral laws, arguing that for instance the EC officials verified the paramount chiefs of Lawra at his residence, adding that such services are extended to many other chiefs.

NPP raises concern over EC’s e-transmission of Dec 7 polls results

The New Patriotic Party is not happy with moves by the Electoral Commission (EC) to opt for the electronic transmission of results from the December 7th polls.

The EC is far-advanced in awarding the contract for e-transmission. Five companies were shortlisted and they are expected to do a demonstration of their respective solutions in the latter part of next week.

So far, no political party or civil society organization has received invitation from the EC to attend the demonstration.

Speaking on Sunday, Peter Mac Manu, the Campaign Manager of the opposition NPP, says the EC has not been able to convince the country why it intends to do e-transmission of poll results in December.

“First, there is no law which gives the EC the mandate to electronically transmit results. Nothing in the law before Parliament now, C.I. 94, makes mention of it,” Mr Mac Manu says.

“Also, the law talks about the EC receiving all the collated results from the Statement of Poll and Declaration of Results (pink sheets), signed by party agents at the constituency level, and the expectation is that they will be brought to the National Collation Centre before the winner of the presidential race will be declared,” he says.

One of the main demands from the election petition, which followed the 2012 presidential contest, is for the returning officer, Mrs Charlotte Osei, to not declare the results without having physical custody of all the collated pink sheets from all 29,000 polling stations nationwide.

The EC has not said it intends to declare a winner based on the results transmitted electronically, however, the NPP is not convinced why the EC will spend good money to invest in e-transmission.

“If the EC does not intend to declare results based on e-transmission, then for what purpose is that option to us? We require some good answers here,” he says.

“The focus, we believe, should rather be on first ensuring that a certified true copy of the pink sheet, from each of the 29,000 is brought to the National Collation Centre before the Chairperson of the EC finally declares the winner. They can all be brought to Accra within 48 hours from even the remotest part of Ghana,” Mr Mac Manu argues.

The EC placed an Expression of Interest advert in the dailies on 2nd March 2016. Sixteen companies responded and five of them have been shortlisted namely, InfoTrend, B Systems/Computer Foundation, Persol Systems, Scytl and Smartmatic.

The NPP is also raising other concerns over the integrity of e-transmission, which they believe has been compounded by the reluctance of the electoral management body to be transparent to key stakeholders and the general public on the details of the proposed e-transmission.

“Potentially, the results can be tampered with, and by that I mean modified mid-transmission. Particularly in the absence of strong network security and  encryption.

“Also, if the system starts sending and breaks down midstream, there could be confusion. We have seen that in Ecuador, where for two weeks the results were not coming. We have seen that in Mexico and we have also seen e-transmission failing in Kenya, which was the main reason behind their election petition in 2012,” the former NPP National Chairman recalls.

He poses further questions: “Should the partial results sent be accepted? How should the rest be captured? In the process could there be a manipulation of the result?”

Mr. Mac Manu does not see e-transmission as addressing the critical challenges that the reform process seeks to do.

“For example,” he notes, “results transmission does not in any way control the abuse of the electoral process. It does not address ‘foreign’ ballots. It is an ‘after-the-fact’ process. If there are only 800 voters on the register how will the system prevent transmission of results cast in excess of that number?”

To the NPP, e-transmission can end up creating confusion where there is a discrepancy between the electronically transmitted results and what is contained on the actual pink sheet.

Their Campaign Manager, however, admits that e-transmission will mean “quick receipt of election results at the centre, which will mean, the outcome of national election can be determined quickly. But we should never substitute accuracy for speed.”

He further concedes, if done properly, the process of confirming or accepting receipt  of e-transmitted results can be more open & transparent.

“But, if the EC was really serious about e-transmission then it should have backed that with legislation. No constitutional instrument supports this radical shift. Very ironic for a commission that insists on deleting names according to existing law even where the Supreme Court has ordered so,” Mr Mac Manu says.
