Northern SHS not closed over government’s failure to pay feeding grants – GES

Several Senior High Schools in the three regions of the North remain closed following the delay by government in releasing their feeding grants.

Government is yet to pay feeding grant for the 2015/2016 Academic year.

Teachers in the affected schools have lamented over the situation saying they are losing lots of contact hours as the students remain at home while schools are shut for more than a week.

Some of the head teachers say they can no longer feed the students due to government’s indebtedness

But speaking to Joy News, the Public Relations Officer of the Ghana Education Service, (GES) stated that government has taken steps to release the feeding grants to the affected schools, adding that monies are expected to hit the accounts of the schools concerned by close of the week.

He dismissed claims that several students in the northern schools are home because the school authorities have turned away due to the non-payment of the feeding grant.

“Now that the BECE is over students are reporting today; feeding grant is not the reason for the students being at home. That is misinformation. A lot of the Senior High Schools were made to go on recess to allow the BECE examination to be held in these schools. It is not all the schools that have their feeding grants delayed. The students are learning, those that went home are returning today.”

President John Dramani Mahama will today resume his “Accounting to the People” tour in the Gt. Accra region today.

Mr. Mahama suspended his tour last week following the death of his mother Hajia Abiba Nnaba who was laid to rest days ago in her hometown, Busunu in the Northern region.

The President started his ‘Accounting to the People’ tour in the Greater Accra Region on Tuesday, May 14 which saw him handing over 300 buses to Senior High Schools in the Greater Accra region.

He later paid a courtesy call on the chiefs of the Ada Traditional Council and also inspected road works from Kasseh to Ada Foah Project.

Agyepong lied…I had agreement with him to serve as my witness in court – Afoko

The suspended National Chairman of the largest opposition New Patriotic Party (NPP) Paul Afoko has said his bosom friend and suspended General Secretary of the party; Kwabena Agyepong has lied over claims that he (Afoko) had no agreement with him (Agyepong) to serve as his witness in court.

The media last week descended heavily on Mr Agyepong accusing him of betraying his trusted friend, Paul Afoko after he failed to turn up in court to support him in a case where the latter is contesting his suspension by the NPP.

Mr Agyepong was billed to appear in court on Thursday as a prosecution witness for Mr Afoko but many who attended the hearing were disappointed to learn that the former had declined to attend the proceeding.

At the hearing, Mr Afoko’s lawyers told the court that Mr Agyepong had indicated he was no longer available for that purpose.

Mr Agyepong’s Spokesperson, Mujib Rahman stated emphatically in an interview with Accra based Okay FM, that his boss never entered into any agreement with Mr Afoko to serve as a prosecution witness in his case.

“I know for a fact that my boss never discussed with anyone that he’ll be a witness in court. If he had an agreement with someone in this regard, he would have been in court. If you have a case in court and you want me to be a witness for you, we’ll have to discuss that for me to come to an agreement, but no such agreement was reached with Mr Afoko. So when the media started reporting this way we were shocked.”

But speaking to Okay FM Tuesday, Nana Yaw Osei, Spokesperson for Mr Paul Afoko stated that Mr Agyepong’s position on the issue cannot be the truth as it is not supported by any fact.

According to him, Mr Afoko engaged Mr Agyepong and reached an agreement with him to be his prosecution witness as far back as March following which the latter filed his witness statement in court.

“Mr Agyepong out of his own free will agreed to be a prosecution witness for Mr Afoko and communicated same in his witness statement to the court; the document was filed in court in March this year. If he has a change of mind it is his own business, he should never say that there was no agreement between them.

“We cannot put out all the facts about the sort of engagements that went on between the two parties in relation to this court case. Everything that was to be made to ensure he comes to court as witness was done. Mr Agyepong is old enough and decides what is good for him.

“His conduct is not a bother to Mr Afoko, but he wants the public to know that he indeed had an agreement with Mr Agyepong. It cannot be the case that Kwabena Agyepong didn’t know the date he was to appear as witness. I can produce an email from Mr Afoko’s lawyer informing Kwabena Agyepong that he was needed on a said date. It cannot be that lawyers of Afoko never met Mr  Agyepong before the date he was to appear before court.”

Nana Yaw Osei however noted that Mr Agyepon’s refusal to turn up in court will not impact negatively on Mr Afoko’s case.

Asked whether Mr Afoko has engaged Mr Agyepong after his no show in court, Nana Yaw Osei said Mr Afoko is not interested in any such move.

There’s no need to meet Mr Agyepong over anything, when he was needed for the important assignment he failed to turn up in court, and so when he explains why he was absent, that will not change anything now.”

President John Mahama has assured Ghanaians that they will experience relief in electricity bills beginning next month.

He has asked the public to exercise patience as government is sensitive to their plight and will not look on as the citizenry complain of hardship.

Ghanaians and businesses have in the past few months complained that they are being overcharged for the power they use.

The situation prompted the Public Utilities Regulatory Commission (PURC) instruct the ECG to stop the implementation of the new billing software after its investigations revealed anomaly in the billing system.

Addressing a crowd at the Madina Market in Accra during his ‘Accounting to the People Tour’ President Mahama promised Ghanaian consumers that they will smile in July.

“Because the electricity bill is done in monthly cycles, they have to start on the first of a month with the new billing cycle. I have asked Ghanaians to exercise patience from 1st July they will start the new billing system and am sure that a lot of us will see some relieve in electricity bills.

“ I have explained that the bills went so high because the water of our hydro dams low and our hydro is the cheapest source of power, now all the power we are producing is either with gas or crude oil and these are more expensive than hydro. We are praying that this year the rains will be good so that the dams will recover so that we can put in cheaper hydro power. We will adjust the electricity tariffs to reflect the cheaper power that we’re getting so I have asked Ghanaians to exercise patience and that government is sensitive to what is going on and we’ll do our best to bring them some relieve.”

“You cannot deceive nature,” Gt. Accra regional Minister , Nii Laryea Afotey Agbo gave this explanation for sleeping off at a public event.

Social media was awash with some video that captured the Minister sleeping off  at one of the gathering during the President’s “Accounting to the people’s” tour in the Gt Accra region.

The iconic politician popularly referred to as “Lion”, could not live up to his accolade as he was struggling to stay awake while the President was addressing the people.

Reacting to his video circulating in the media Mr. Afotey told host Fiifi Banson on Anopa Kasapa on Kasapa 102.5 FM, that he’d been fronting the President’s tour, hence he was fatigued by the enormous work in his role during the ongoing tour in the region.

However he feels the fuss about him dozing off was needless since he was not the one being talked to by the President.

“It would have been quite worrying if the President was talking to me directly and I happened to doze off. For me I already know the message that was being churned out so it can be considered; but I was very tired at the time and I can’t cheat nature.”

Ministry of Roads and Highways, has postponed the closure of the Accra bound carriage way on the Aburi Mountain, in order to reduce the risk that a falling rock on that stretch posses to vehicles plying that road.

A heavy rock ‘hanging’ dangerously is on the verge of falling onto the road. That rock has been in that position for nearly two years.

The Ministry had announced the closure of the said road effective today June 22 – Nov 19 but has had to reschedule the closure.

Ghanaians especially motorists have severally called on authorities to attend to the situation to avert needless death in the future, in the unfortunate event that the rock falls on the road.

Alhaji Baba Kassim Deputy Chief Executive Officer in Charge of Maintenance at the Ghana Highway Authority (GHA) has told the media that upon assessment of the preparedness of the contractor expected to work on the project his outfit has had to hold on to closure of the road.

“We had a meeting with the contractor to assess his level of readiness in relation to traffic management but we were not too convinced that we are ready for that even tough everything is ready to start the work. We thought the traffic management will be very critical, he’s supposed to bring his traffic plan by Monday for us to certify for us to go ahead with the maintenance works. We’ll close one carriage way, the other will be used for both directions.”

Gitmo 2: Produce agreement between Ghana and USA – Supreme Court orders AG

Attorney General and Minister of Justice, Marrieta Brew Appiah Oppong has told the Supreme Court Wednesday that there was no formal or written agreement between Ghana and the United States of America before the two Gitmo detainees were accepted into the country.

According to her, there was however a diplomatic exchange of notes with no legal backing ahead of the two ex Al Qaeda militants being flown into Ghana.

A suit, filed by Margaret Bamfo, an 86-year-old retired Conference Officer of the Ministry of Foreign Affairs and Henry Nana Boakye, a student of Ghana School of Law, wants the Supreme Court to declare that President John Mahama acted unconstitutionally by bringing in the Al-Qaeda terrorists to Ghana.

Kasapa FM’s Court Correspondent, Daakyehene Ofosu Agyeman reported that the five member Supreme Court Justices presided over by Justice William Atuguba has ordered the Attorney General to produce the verbal agreement between Ghana and USA concerning the two Gitmo detainees on July 6.

On Wednesday, January 6, 2016, the Foreign Affairs Minister announced that Ghana has accepted a plea from the International Criminal Tribunal to provide shelter for two cleared terrorist suspects of Yemeni origin who were detained in Guantanamo Bay prison by US authorities.

The two were Khalid Mohammed Salih al-Dhuby and Mahmmoud Omar Mohammed Bin Atef.

The announcement sparked uproar among the citizenry as the two ex detainees were feared to be a security threat to the country.

The brouhaha caused the Minister to be hauled before the House to give the Legislators a briefing.

The ruling National Democratic Congress (NDC) Member of Parliament for Upper West Akim, Joseph Amankwanor has stepped down as the Parliamentary Candidate for the area in the upcoming November elections.

The Legislator has assigned personal reasons for his action, but investigations by Newstube24.com have revealed that the MP probably stepping down due to ill health and the controversy surrounding his dual citizenship.

The Constituency Chairman, Hope Fiagbeyo who confirmed the news in an exclusive interview stated that the party received a letter from the MP’s lawyers indicating that he’s no more interested in contesting as the Parliamentary Candidate for the area.

He disclosed that the party at the National, Regional and Constituency levels have all accepted his decision and as a result has opened nominations.

Chairman Fiagbeyo conceded that the exit of Hon. Amankwanor could have a negative effect on the party’s electoral fortunes in the impending election.

“It is possible that this move will affect the NDC’s chances in Upper West Akim with barely five months to the Parliamentary election. We had hopes that since he had already gone for two terms it would have been much easier for the party to retain the seat if he had gone for this election being his third, but the party respects his decision. We have equally good materials who we’re sure will help the party retain the seat.”

The Exhibition of the voters register is set to commence from July 18 to August 7, the Electoral Commission (EC) has announced.

Deputy Commissioner in-charge of Operations at the EC reiterted the period will practically pave way for the EC to undertake the cleaning of the register as ordered by the Supreme Court in May.

The opposition is contending for a credible register ahead of the 2016 general polls.

But appearing before the Public Accounts Committee (PAC) of Parliament on Wednesday, the Deputy Commissioner said a credible voter roll can be secured after the impending exhibition process.

“It is during the exhibition that we are able to come up with a credible register or do the cleaning and there are various processes that lead to the cleaning of the voters’ register…whatever we are going to do next month, is going to be very legal and the processes will be clear. We can’t finish the exhibition before we come and say we are going to do another cleaning or we do cleaning before we get into the exhibition. The exhibition period is when we clean the register.”

Meanwhile the nomination will come off in the first and second days of September.

Voters’ register case: Justice Dotse recuses himself

Justice Jones Dotse, who’s one of the seven-member Supreme court panel that ruled on the controversy regarding the voters register, has recused himself.

He excused himself from the case on Thursday following the decision of the complainant Abu Ramadan to go back to court asking for a clarification of the judgement after Ghanaians were thrown into a state of confusion regarding the interpretation of the judgment.

No reasons have been assigned for the Judge’s move but it is believed he decided to stay clear off the case following a rare interview he granted to the media in which he clarified that the court’s directive to the Electoral Commission to delete names of NHIS card registrants from the register was clear and unambiguous.

“We said the use of the NHIS cards is therefore unconstitutional and it (EC) should take the opportunity to clean the register of those undesirable persons.

“We also do not want to disenfranchise anybody so the Supreme Court went on to say that anybody who will be affected by that exercise should be given the opportunity to register according to the law and the constitution, period,” he said.

Justice Dotse’s comments was greeted with huge flak by mostly sympathizers including lawyers of the ruling NDC party while sympathizers of the largest opposition NPP hailed his position.

His critics said he had violated the code of Ethics for Judges.

I don’t use Fords…Toyota is my car – Mahama tells critics

President John Mahama has responded to his critics who have accused him of corruption after accepting a Ford Expedition gift from a Burkinabe contractor, saying he has no interests in American cars.

“I don’t use Fords. I don’t like American cars. I use Japanese cars. Toyota is my car,” the President told a gathering of the clergy  at a breakfast meeting at the Flagstaff House, Thursday.

President John Mahama has come under intense pressure in the past week following allegation of corruption leveled against him, after he received a $100,000 car gift from his Burkinabe contractor friend who has undertaken some construction works in Ghana.

The opposition New Patriotic Party (NPP) has called for a bipartisan investigation into the allegation to establish his complicity or otherwise in the case. The party further dared President Mahama to speak publicly to the issue.

But addressing the people of Ashaiman during his ‘Accounting to the people tour’ Wednesday, President Mahama described the allegation as baseless.

According to the President, he is aware of a petition before the Commission on Human Rights and Administrative Justice, saying he will respond appropriately.

“It is a matter for the Commission on Human Rights. I hear there is a petition there and appropriately, we will respond to it.”

The Supreme Court presided over by the Chief Justice has ordered the Electoral Commission (EC) to submit in writing the full list of persons who used the NHIS cards to register and vote in the 2012 elections.

Further, the highest court of the Land ordered the EC  to set out in writing the steps to ensure full compliance of the ruling on May 5.

The third is for the electoral body to make sure the above two orders are complied with by June 29.

The case has been adjourned to June 30.

The orders follow the decision of the complainant Abu Ramadan to go back to court asking for a clarification of the judgement after Ghanaians were thrown into a state of confusion regarding the interpretation of the judgment.

Kasapa FM’s Court Correspondent Daakyehene Ofosu Agyeman reported that prior to the hearing today, Justice Jones Dotse, who’s one of the seven-member Supreme court panel that earlier ruled on the earlier recused himself.

Don’t let the streets take over the ballot box – Kofi Annan

Former UN Secretary-General, Kofi Annan, has told the organizing body of elections in Ghana to ensure that the peace and security of the nation are not destabilized in the coming general elections.

This, he noted, will require organizing a free, fair and credible elections that will be accepted by the electorates and all political parties that participated in the contested for political power.

“We must remember that elections are mechanism for the arbitration of political rivalries and peaceful and democratic rotation of leadership. If political rivals and their supporters do not believe the electoral process to be free and fair, then they will ultimately result to less peaceful means to change political direction”.

“We must not let the street take the place of the ballot box”, he noted.

He added “But that requires credible elections”.

Credible elections, he noted, hinges on three criteria; inclusiveness, transparency and accountability.

Such, he added, builds the confidence amongst the electorates and clear doubts in the minds of the public.

The diplomat was speaking at the Center for Democratic Development’s (CDD) 12th ‘Kronti Ne Akwamu’ Lecture that was held at the College of Physicians and Surgeons on Thursday.

The lecture themed “Credible and peaceful election; a prerequisite for Africa’s progress”.

It was meant to discuss teething challenges affecting elections in Africa and to propose  credible ways of solving them as Ghana heads to polls in November.

According to him, the integrity of elections requires political equality, urging that the barriers that prevent voting and wider participation must be removed.

To ensure credible elections, he said greater efforts are needed to build institutions, processes and behaviours that are vital for genuine multiparty, completion and the arbitration of political power.

“Such elections bestow legitimacy on the winner, provide security for the losers and end the winner takes all policy that discourages democratic practice”.

Interdict National Security coordinator – Osu Chiefs ANGRY

The kingmakers and elders of Osu have reinforced their stand for the interdiction of the National Security Coordinator and his Director of Operations with immediate effect.

They claimed the two persons ordered for the demolishing of their boundary walls on a parcel of land situated at the Achimota lands.

The kingmakers made the call at a news conference addressed by Nii Ako Nortei IV, the Osu Stool Mankralo on behalf of Nii Okwei Kinka Dowuona VI, the Paramount Chief of the Osu at the International Press Centre in Accra.

He said: “It is important to put things into perspective that, the land in question is not part of the Achimota Forest and our boundaries are clearly demarcated.

“We believe in the rule of law which is supreme in the State,” and that “we litigated with the Lands Commission and the Attorney General of which we obtained series of judgments in our favour over a period of five years.”

Nii Nortei  said greater portion of their lands have been taken by successive governments using Executive Instrument (E.I. 31) for national key purposes for example the Accra Sports Stadium, Parliament House, State House, Ridge bungalows, Flagstaff House and the ministries.

Others are the former race course of which has been turned into a world class hotel (Kemperski Hotel) while “portions have been sold on the open market for millions of dollars without the consent of the Osu Stool”.

“This is a complete departure from the purposes for which they were acquired.”

He said the original ‘Hausa’ Reserve extending from Ridge to parts of Airport were acquired by the colonial administration with the intention of reverting them to the Stool after 100 years per the instruction of King George II.

Nii Nortei said Osu Stool granted leases to certain individuals and companies in the Osu Mantse layout in the 1940’s and were supposed to be renewed by the stool at their expiration, but all have been taken by the Lands Commission.

“Do not forget that, per the Constitution the sovereignty of the country rest with the people of Ghana which Osu is part.  Why have you left the lands in the hinterlands intact while taking ours from us.  It is so unfair and makes us sad.

“These institutions which have benefitted so much from our resources have never even considered any affirmative action to raise the level of education among the indigenes of the Ga State who have been so marginalised.”

Adu-Asare condemns Supreme Court Judge over comments against EC

$

A Presidential Staffer, Kojo Adu-Asare has lambasted a Supreme Court Judge over a comment he describes as unfair to the Electoral Commission.

The obviously unhappy panel of Supreme Court Justices presided over by Chief Justice, Georgina Theodora Wood, expressed their displeasure over what they termed the laissez-faire attitude of the EC in obeying their orders in the Abu Ramadan suit.

One of the panel members Justice Sulley Gbadegbe is reported to have warned that the Electoral commission will not be allowed to plunge the country into chaos.

The EC on Thursday failed to give an elaborate plan on how it intends to delete names of voters who registered with NHIS cards.

The Commission, which presumably understood the judgement of the Supreme Court differently on the deletion of NHIS card registrants, had said the names would be deleted using existing procedures.

The EC’s explanation caused the plaintiff, former People’s National Convention’s (PNC) National Youth Organiser, Abu Ramadan, and Evans Nimako, who secured the May 5 ruling, to go back to the Court seeking a clarification of the judgment.

But speaking on Peace FM’s Kokrokoo show Friday, Kojo Adu-Asare who’s also a former MP for Adenta stated that the comments by Justice Sulley Gbadegbe, leaves much to be desired as the Supreme Court appears to have taken a judgmental stance on this matter.

“At this stage there’s too much tension in the system and you are dealing with two parties in a case.  It sounds too much judgmental on this matter because it tends to tilt the arguments against the Electoral Commission, it sounds like the comment has taken a certain stance against the EC while the case is ongoing.

“ Such statement could have been held on at this stage until the EC fails to comply with the orders by 29th June, when the EC is seen to have taken a certain  posture disrespecting or disregarding their orders, then it would have elicited such a remark… indeed that comment didn’t sit well with me at all.”

One person has died after a building at the main surgical ward of the Obstetrics and Gynecology section of the Effia Nkwanta Regional Hospital in the Western Region collapsed on Thursday night.

The patient whose identity is not immediately known, died after the building caved in and broke the ceiling while a surgery was being conducted.

Three patients who were being operated upon at the time of the incident were rushed to the Kwasimintim District Hospital for medical care but unfortunately one of them passed on.

Authorities at the Effia Nkwanta Regional Hospital who have mounted a strong defense have said the likelihood of the deceased surviving was not dependent on her transfer to the Kwasimintim District Hospital  for medical care as she was suffering from a ruptured uterus and could have still died at any of the two hospitals.

Interior Minister orders disbandment of all party security

The Interior Minister Prosper Douglas Bani, has ordered the Ghana Police Service to disband all political party security and vigilante groups ahead of the November elections.

He said all political parties must resort to the Police Service for security and protection and not vigilante groups.

Speaking at the national Police command conference in Accra, the former Chief of Staff noted that political party security and vigilante groups can destabilize the country as Ghana goes to the polls in November.

“Of the greatest importance is the need to keep an eye on all the activities of all the so-called private security forces that are being linked to political parties. You must ensure the immediate disbanding of each and every one of them.

“Political parties and their leaders are expected to rely on the only legitimate and approved security organization in the country to provide security at all times and this organization is the Ghana Police service.

“I am informed that the Police in recent times in consultation with the political parties have completed training of personnel to provide protection to the presidential and the running mates of the political parties.

“I understand also that special arrangements are being made for the two female presidential candidates as well. We cannot afford to leave the safety and security of this country and its people in the hands of faceless individuals and groups who in the end might become the very weapons used to derail what has been so gloriously achieved,” Mr. Bani said.

The Chairman of the National Peace Council, Rev. Prof. Emmanuel Asante has condemned political cynicism that is creeping into the Ghanaian political space.

He has appealed to Ghanaian politicians to ensure that they overcome this cynicism, adding that if Ghana will be able to surmount this attitude he doesn’t see why the citizenry always sit on tenterhook whenever elections are approaching.

Speaking at the National Peace Summit organized by the Rotary Club Accra -Legon in conjunction with EIB Election Hub in Accra Saturday, Rev. Prof. Asante appealed to Ghanaians especially the youth not to allow themselves to be used for violence in the country which will destabilize the peace currently being enjoyed by the public.

“If anybody is going to mobilize people to cause trouble it’s not the older people like myself but the young people, they always tell you that the future is in your hand, I say to you if indeed the future is going to be in your hands, take the commanding heights because after all it’s the present that gives rise to the future and if you loose the present then you don’t have a future.”

Rev. Prof. Asante added that the National Peace Council will continue to support the efforts being made by different institutions to promote peace.

“The justice were are looking for, the development we are looking for can only come in a peaceful environment. Let Ghana win in this election.”
